The Motor Car Act 1903, which came into force on 1 January 1904, required all motor vehicles to be entered on an official vehicle register, and to carry number plates. The Act was passed in order that vehicles could be easily traced in the event of an accident or contravention of the law. Vehicle registration number plates in the UK are rectangular or square in shape, with the exact permitted dimensions of the plate and its lettering set down in law.

Well you’re in luck as the DVLA – the body in charge of car registrations in the UK – is holding 2017’s first live auction of registration numbers this week and among the plates on offer are WH15 KER ( yours for a starting price of £700) and BE11 ANO (a mere £400). The event – which starts on Wednesday – will see a total of 1,500 personalised registrations being auctioned to members of the public. The registrations on offer have been chosen by DVLA to suit all tastes, styles and budgets and range from plates that reflect names such as EL17 OTT, HA15 RRY and PA14 ULA through to quirkier offerings such as OUR 848Y, OLD 800K and YOU 105E. And fans of Harry Potter could find themselves spellbound by POT 110N which carries a reserve of £250. The agency will be aiming to build on the success of its live auction programme in 2016, which raised £25.6 million through five sales – setting a new record for a second consecutive year. Last year, the total sales of personalised registrations by the DVLA surpassed £147m, taking the total amount raised since the sales began in September 1989 to £2.4 billion. Sales by the agency suggest that interest in personalised plates has soared in recent years with a 150 per cent increase of registered bidders for its live sales since 2011. On average 9,500 customers com[pete for lots per auction. Adam Griffiths, of DVLA Personalised Registrations, said: “It’s been nearly three months since our last live sale, and I am really excited by our first sale of 2017 where some really great registrations are available to bid for. We have experienced two successive record-breaking years and, when you look through the catalogue at the registrations we have compiled for this sale, I am very hopeful that this success will continue.” He added: “Bidding in person is by far the most popular way to buy a registration and it is at the auction where you will find the real atmosphere – it’s a great day out and we make the experience as enjoyable and friendly as possible. If you can’t make it to the auction we offer free telephone, internet and absent bidding facilities”.

Acrylic Number Plates

Parking firms are buying details of more than 19,000 vehicles a day from the DVLA to chase unpaid fines.

Last night MPs warned that ‘bully boy’ firms are using the information to hound innocent motorists.

They called for a crackdown to protect drivers as it was revealed that the trade in information has reached record levels.

Between April and June the DVLA sold 1.74million vehicle keeper records, up from 1.06million in the same period last year. The DVLA, which sells the information for £2.50 a vehicle, is generating almost £1.5million a month.

The information is used by parking companies to chase drivers for fines of up to £100.

The most prolific of these is ParkingEye, owned by outsourcing firm Capita – which was exposed by the Daily Mail for using ruthless tactics to collect TV licence fees for the BBC.

It obtained 570,000 vehicle records in the three-month period, followed by Smart Parking with 125,000 and Euro Car Parks with 118,000.

The RAC Foundation said the industry is out of control, with the data suggesting a parking fine is issued every four and half seconds. It warned that the details of around seven million vehicles could be sold during the financial year, which would suggest that almost a quarter of motorists are being chased for a parking fine.

MPs are worried that the information is being widely misused, with motorists unfairly targeted while visiting hospitals and high street shops. Drivers have complained about being fined up to £100 for returning their cars a few minutes late, or after being unable to buy a ticket because of a faulty ticket machine.

Tory MP Sir Greg Knight said there appears to be a worrying rise in a practice known as ‘ghost ticketing’.

This is when a warden puts a ticket on a car and takes a photo. The warden then removes the ticket so the driver is unaware they were given one.

The firm waits 14 days, then hits the driver with an increased fine of up to £100 because they have not paid.

Sir Greg, who has tabled a private members’ Bill in the Commons to crack down on the self-regulated parking industry, said: ‘These figures are concerning. It is highly unlikely there has been a massive increase in bad parking.

‘Instead bully-boy parking firms are hounding innocent motorists and milking them for money. We need to put rogue firms out of business. There are many private parking companies who are playing fair. But others are clearly making a killing out of pursuing and persecuting motorists who have done nothing wrong.’

Fellow Tory Jacob Rees-Mogg said: ‘My concern is that some of these firms use the fines they levy as part of their business model.

‘This gives them a strong incentive to levy fines unjustly and aggressively. We would not need a new law if DVLA was more willing to strike off companies suspected of behaving badly.’

A ParkingEye spokesman said: ‘We operate with clear, standard and proportionate procedures which follow the British Parking Association’s code of practice. We encourage people who have received a parking charge to appeal if they think they should not have received a charge.’

Police patrolling the M6 north pulled over a pricey Lamborghini after it was spotted missing a NUMBERPLATE.

The pricey supercar - which can cost around £200,000 - was stopped in Staffordshire on Sunday.

It is not uncommon for number plates to be stolen from vehicles.

Criminals target cars that are similar to the car they are driving, in an attempt to avoid apprehension and identification when committing crimes.

If you ask someone who has had their plates stolen, they will soon tell you how costly, inconvenient and stressful it can be.

Police are asking community members to do all they can to secure their number plates and make them more difficult to remove. Police will continue to target and detect offenders, but they need your help.

If you notice your neighbour’s registration plate is recently missing, tell them, and encourage them to report it to police immediately.

If your number plates are stolen you will firstly need to report the theft to your local police. You will need to contact Service Tasmania and pay to get new plates. You will also need to contact your insurance company.

You will have some explaining to do if you are pulled up by the police as it is also an offence to drive a car without plates affixed.

A stolen number plate is most likely being used on a car that is being driven by someone without a licence or is disqualified from driving, and is potentially an unsafe or dangerous driver. They are also actively avoiding police in order to commit a range of crimes including petrol stealing, car theft and burglaries.

Thefts are occurring during the day and night and are being stolen from cars parked in all areas including carparks, public streets and private driveways.

Park your car in a secure place, off the street, ideally with garaging and sensor lighting. Stay alert, report suspicious behaviour to police.

Kicking off on 6 February to coincide with 'Safer Internet Day', the campaign seeks to remind people that the only place to find DVLA services is on Gov.uk, and that any text or email asking for personal information is not from the DVLA and should be deleted without clicking.

Aimed at all motorists, the campaign's emphasis is on digital channels, as online is where phishing is most prevalent.

But the DVLA recognises that, given the broad age range of its audience, many motorists renew their car tax by phone. The organisation is therefore targeting traditional media too.

With social the medium of choice (via the DVLA's Twitter and Facebook channels), impactful imagery is being used to convey the message, built on a 'mask' visual depicting danger and crookery.

The campaign's central message is telling people what they should and should not expect when dealing with the DVLA online or on the phone. Activity encourages people to click through to a DVLA news story that gives details on staying safe online and on the phone. It provides links to sites including Get Safe Online and various government portals where they can report suspicious behaviour.

The timescale of the campaign is indefinite, with the DVLA planning to reinforce its messaging on a regular basis into the long term.

Measuring the campaign's impact will be a critical element in the push. The DVLA will track the number of views to its news story and is monitoring impressions and engagement on social media, its media coverage and calls and complaints made to its call centre.

Liz Rees, the DVLA's head of external comms, said: "We often receive messages from customers and colleagues about refund scams purporting to be from DVLA. More recently, people have been posting their documents online without realising that their personal details are clearly visible. It’s important that motorists understand the risks of posting personal details online.

"We also want to remind them that we will not send any texts or emails asking for personal details and that the only place to find official DVLA services and information is Gov.uk."

Eric Morecambes Cherished Number Rescued!

Eric Morecambe's 1971 Rolls-Royce Silver Shadow has been spared from the scrapheap at the last minute.

Peter Yates, who runs a wedding car firm in Morecambe, spotted the car in a Shrewsbury junkyard just 24 hours before it was due to be dismantled.

He said finding the car - which had the number plate EM100 when Morecambe owned it - was a 'miracle'.

The car was owned by the comic from 1971 and 1974 - as shown by the original order note - and Yates says it still smells of cigar smoke.

How the car came to be in a scrapheap is unknown. Seven years ago the car, including the personalised number plate, sold for £36,000 at auction.


Halfords has commissioned a survey which asked whether the respondents were in favour of number plates for cyclists. A “convincing” 59 percent of respondents were in favour of such a measure, said Halfords, with the retailer claiming the suggestion would “encourage responsible riding.”

However, the survey has been criticised by motoring and cycling groups. AA president Edmund King told BikeBiz: “The AA believes that the introduction of number plates for cyclists would be impractical and unnecessary – police already have the powers to stop cyclists.”

Cycling UK’s head of campaigns and advocacy Duncan Dollimore said: “[The] government has consistently reached the conclusion that such proposals are disproportionate and unnecessary.” And British Cycling's policy advisor Chris Boardman said: "No country in the world requires bicycles to be registered because it does not serve the public interest – it would be hugely expensive and drastically cut the number of people who cycle."

The number plate proposal from one of the leading UK retailers of motor-vehicle number plates is included in a press release that has been teased out to the mainstream media over the last couple of days. (The embargo ended one minute ago.) It’s possible that the press release will result in some negative coverage for cycling, especially following the recent blanket media coverage given to Matthew Briggs’ campaign to incorporate death and serious injury cycling offences into the Road Traffic Act.

The online survey of 2,042 adults was carried out in August by YouGov and has led to the production of “Sharing the Road”, a 20-page infographic-heavy report produced for Halfords by its external PR company. The document has a foreword by the retailer’s chief customer officer Karen Bellairs, who said “we wanted to examine whether there was a genuine willingness among cyclists and motorists to share the road.”

The survey asked whether cyclists should have to take proficiency tests before being allowed to cycle on the public highway, and also asked whether motorists should be required to ride bicycles as part of the driving test. (The answers, respectively, were 50 percent and 18 percent in favour.) Respondents were also asked whether penalties should be increased for cyclists “who don’t abide by the Highway Code” and ditto for motorists who “drove aggressively near cyclists.” (86 percent and 80 percent respectively.)

While Halfords may claim that it is not itself advocating for cyclists to be forced to carry number plates, or for sanctions against cyclists to be increased, it’s clear that they were the questions put to respondents by YouGov, and provided to them by Z PR of London on behalf of Halfords.

“What our new research makes very clear is that the car is still the nation’s favourite means of getting around,” said Bellairs, adding that “there is massive support among motorists for better training, more cycle lanes and improved facilities for cyclists.” (45 percent of survey respondents said there ought to be “dedicated cycle lanes on all roads”.)

Bellairs also claimed that the survey showed, with no evidence provided other than the online questioning, that there was a “genuine willingness” from Britain’s motorists to “share the road.” She said that this is something that “Halfords, which champions motoring as well as cycling, is very keen to foster.”

The Sharing the Road report advises cyclists to “be a peacock” and to “always make sure you’re wearing bright clothing when cycling, whether it’s a high vis jacket or a high vis vest” but it does not contain similar advice for motorists (Halfords missed a trick here, it could have suggested motorists buy its spray-cans of yellow paint so they can make their cars more conspicuous).

The Halfords press release – which is headlined "Britons back tougher penalities for people who cycle aggressively but drivers and cyclists want to work better together" – states that “65% agree that cyclists should be required to wear reflective clothing, to give them the best chance of being seen.”

Required? As in forced? That won’t endear the company to many cycling customers.

There was no survey result – or, presumably, any question – about the compulsory wearing of helmets for everyday journeys, either for cyclists or motorists. However, there were questions and answers about cycle servicing. A perhaps surprising 48 percent of those asked said they could mend cycle punctures. And, in what will be news to independent bike shops, 43 percent of Brits can “tighten a loose chain”; 37 percent “know how to adjust their own brakes”; and 31 percent “can clean their gear mechanisms.” (Those answers should make one wary of all the others.)

The report goes on to claim that an “overwhelming 93% think it would be beneficial for all education on road safety to be aimed at cyclists and motorists,” as if it isn’t already.

Responding to the Halfords report, the AA president told BikeBiz:

“Most cyclists are drivers and many drivers are cyclists so we need to live in harmony with each other. Rather than harsher penalties all round, we believe it is preferable to promote better training, infrastructure and positive attitudes."

King said he didn’t believe there was a requirement for harsher penalties for law-breaking cyclists:

“There are already penalties in place for cyclists who don’t abide by the Highway Code and we believe that targeted enforcement alongside education courses are a more effective way of making our roads safer.”

The AA president added that existing laws need to be enforced first.

“We would prefer to see targeted police enforcement through schemes such as Operation Safe Pass whereby the police target dangerous drivers [who pass too closely to cyclists],” said King.

While careful not to criticise Halfords directly (the retailer and Cycling UK partnered for a project earlier this year) Dollimore was critical of the report’s timing: “Given the uneven tone of the current debate on cycling, it was perhaps optimistic to expect this survey would be a constructive addition to the discussion.”

He added: “We already knew some people instinctively think regulation and testing of cyclists is the answer. Those people frequently fail to appreciate the practicalities of imposing and enforcing regulations on children, the costs involved, or the public health and other implications of putting up further barriers to cycling. Fortunately government has consistently reached the conclusion that such proposals are disproportionate and unnecessary.

“Ultimately, there are opinions expressed in this survey which we agree with, and others we don't, but the truth is this is merely a summary of what people said in response to a series of questions. It's far better, when suggesting a need for change, to assess the arguments for and against, and this is precisely the point we will make to government as it considers its forthcoming cycle safety review."

Boardman said "compulsory proficiency tests and number plates, are quite obviously non-starters and cannot be regarded as a serious contribution to the public debate on road safety."

He added: "The reality is that [British Cycling], and other cycling organisations, already work with groups representing pedestrians and motorists to find ways to make our streets safer for everyone. Indeed Halfords themselves are part of our #ChooseCycling Network of British businesses that strongly believe more cycling is crucial to help business thrive, to encourage people to live healthier lives and to make Britain a greener, less congested and more pleasant place to live."

Boardman – who has an eponymously named brand stocked by Halfords – stressed that "laws should be developed using evidence, focusing proportionately on those with the ability to cause most harm. Around 1,800 people die on British roads annually and more than 99 percent involve collisions with motor vehicles."

The first series of number plates were issued in 1903 and ran until 1932, using the series A 1 to YY 9999. The letter or pair of letters indicated the local authority in whose area the vehicle was registered, for example A - London, B - Lancashire, C - West Riding of Yorkshire. In England and Wales the letter codes were initially allocated in order of population size (by the 1901 census) whilst Scotland and Ireland had their own sequences incorporating the letters S and I respectively, which were allocated alphabetically: IA = Antrim, IB = Armagh, etc. When a licensing authority reached 9999, it was allocated another two letter mark, but there was no pattern to these subsequent allocations as they were allocated on a first come first served basis. There are three interesting anomalies where a zero has been issued - The Lord Provost of Edinburgh has S 0 and his Glasgow counterpart has G 0 while the official car of the Lord Provost of Aberdeen has RG 0. In addition the Lord Mayor of London has the registration LB 0.


So why do so many Territorians choose to pimp their plates?

To date, there are more than 20,000 personalised plates registered in the NT, making up 11 per cent of registered vehicles.

Part of the reason there are so many could be because of the price — $185 for a variety of designs and up to seven characters.

In Queensland a seven-character personalised number plate will set you back more than $3,000.

But according to Eduardo de la Fuente, a lecturer in creativity and innovation at James Cook University, the fact personalised plates were relatively inexpensive in the NT was not the only reason they were so popular.

"Through popular culture and culture more generally we invest a lot in motor vehicles [because] they're fetishistic objects," he said.

"They become vehicles, if you pardon the pun, for communicating something about ourselves.

"One way of differentiating yourself from the pack via the purchase of a motor vehicle is to buy something extremely exclusive.

"Most of us however are not in a position to buy a Lamborghini, so we may use other means to customise or personalise a car [and] a number plate is a relatively cheap way of doing that."

When Vivien Joseph moved to Darwin in 2011 she was immediately struck by the number of quirky personalised plates.

"It was the very first thing I noticed; it was like a signature for all of Darwin, a free comedy show on the road," she said.

Over the next four years she collected more than 10,000 number plate images, eventually compiling them into a book.

Ms Joseph's explanation of why more Territorian drivers choose to personalise their plates lies in the surrounding landscape and the identity of those living within it.

"It's so different to everywhere else and there's a freedom of spirit, maybe a greater sense of fun and a greater sense of getting away from the norm," she said.

"I guess they [Australian states and territories] all have their own spirits but the Northern Territory seems to have a sort of special quirky one."

As well as collating pictures, Ms Joseph asked some people to tell her the story behind their number plates.

One of the first stories she was told was of a number plate that read CARPDM.

"It was somebody who'd been unwell and depressed and sad but picked their life up again and chose a starting point by buying a new car and a new number plate," she said.

Other number plates that were among Ms Joseph's favourites were POOGURU — a man who wanted to illustrate he was often in trouble with his wife — and FUNSIZ — a young woman with a sense of humour about her height.

Personalised number plates in the NT, and the reasons people choose the combinations they do, is a fascinating topic for Simon Moss, an associate professor of psychology at Charles Darwin University.

He said while no formal studies had been conducted it was clear that Territorians liked to be unique.

"The [Northern] Territory is about expressing yourself, much more so than other states and territories," he said.

"I think a lot of people move to the NT because they don't want to conform and in some ways the amount of personalised plates here reflects that.

"It's a phenomena I'd like to look into a bit further."
