The Motor Car Act 1903, which came into force on 1 January 1904, required all motor vehicles to be entered on an official vehicle register, and to carry number plates. The Act was passed in order that vehicles could be easily traced in the event of an accident or contravention of the law. Vehicle registration number plates in the UK are rectangular or square in shape, with the exact permitted dimensions of the plate and its lettering set down in law.

The A 1 series of plates, introduced in 1093, began to run out of available numbers by 1932. This meant a new scheme needed to be developed in order for more numbers to be created. This was the AAA 1 series, which went from AAA 1 all the way to YYY 999. This allowed for many more plates to be created. At this point, it was decided the letters I, Q and Z should be removed from the series as they were too easily confused with other letters.
In 1982, the previously implemented number system had made it all the way to Y. To avoid running out of plates, the system was once again reversed making the new series A21 AAA ending at Y999 YYY. The plates began at 21 as the first 20 were kept for government vehicles to use. There was discussion throughout the 1990s about developing a Europe wide set of number plate rules. This would include a country code on each license plate. However, there was a lack of interest from several countries so the idea was put to a halt.
By 1963, it was a clear a proper scalable and nationwide solution to number plate registration was necessary as available plates were running out again. So an additional letter suffix was appended to the previous AAA 1 series. This letter was to change each year, year one being A, year two being B and so on. This had the benefit of greatly increasing the number of available plates, as well as the added benefit of being able to quickly identify the age of a car. This system was made compulsory in 1965.
